Well, yes, most of the costs for the Inauguration was raised privately. However, Bush did stick the District of Columbia city government (which votes heavily Democratic, I wonder if that had anything to do with it?) with a $12 million dollar bill for security, which had to come out of their annual budget, which is perenially on the short side.
